Insight Technology Solutions is currently pursuing a recompete engineering and project management support to the Surface Forces Logistics Center (SFLC) Medium Endurance Cutter Product Line (MECPL) in Norfolk, VA.
As part of this effort, we are looking to identify a Systems Engineering Technician to provide assistance in acquisitions project development and management, and other engineering and logistics services.
Job Responsibilities: Develop/write ILS documents and technical statements of work to perform ship repair and alteration operations for execution by ship repair contractors.
Develop/write technical statements of work for the purchase of Government Furnished Equipment, monitor procurement progress, assist in government acceptance and track delivery to the ship repair facility.
Provide technical review of maintenance standards and drawings, as well as preventative and corrective maintenance practices.
Prepare project progress reports, white papers, briefings, etc.
Perform market research to obtain pricing information and prepare purchase request documents to procure commercial spare parts, technical items, and all other necessary supplies/services for all ship repair, alteration and casualty response activities.
Identify/perform/manage all logistical and technical requirements for successful planning and execution of MECPL acquisitions and special projects including ISVS projects and major systems acquisitions.
Utilize the web based SFLC Central (project management), Fleet Logistics System (logistics) and CG-LIMS (technical library) tools.
Coordinate technical and logistical meetings as required in the normal course of acquisitions and special project planning and development.
Complete other administrative support tasks in support of acquisitions, special projects and vessel sustainment activities as assigned.
Assist the Government and MECPL with major systems acquisitions and vessel sustainment strategy development.
Respond to all technical requests related to subject matter expertise and acquisitions and special projects in writing (copy to COR) within 24 hours or less.
Act as a technical advisor to Government Technical Evaluation Teams in support of HM&E equipment and services contracts.
Qualifications: Detailed knowledge of the Coast Guard’s Mission Support Business Model and the associated principles, practices and techniques of vessel sustainment and ship repair; including dry docking, dock and sea trials, non-destructive testing and other practices and techniques unique to the marine industry.
Must have practical knowledge of shipboard systems and equipment, with a minimum of 5 years of experience in the marine field (preferably with the Coast Guard).
In-depth knowledge of the requirements of the MSAM and how it applies to acquisitions and sustainment projects for Coast Guard vessels.
Knowledge and experience in conducting various ship repair activities.
The Contractor support personnel must be able to climb ladders, access voids and small shipboard spaces for the purpose of identifying needed hull, mechanical and electrical (HM&E) repairs and assessing proposed alterations.
Understand proper use of office equipment (computers, scanners, fax machines, etc.
) as well as Microsoft office applications.
Experienced in Microsoft Power Point, Microsoft Word, and Microsoft Excel.
A minimum of 2 years experience in engineering project management as related to marine vessel sustainment (preferably Coast Guard).
Experience with vessel acquisitions projects such as ISVS projects (or equivalent) is highly desirable.
This experience shall include requirements definition, planning, estimating, activity coordination with other organizations, timeline development and tracking, research, technical review, specification writing, and logistics coordination.
Experience using SFLC Central and Fleet Logistics System (FLS) is highly desirable.
