It also plans and administers large-scale residential redevelopment programs within Norfolk.

Summary Reporting directly to the Executive Director of the Housing Authority, the Chief Compliance and Performance Management Officer (“CCPMO”) will be responsible for overseeing NRHA’s compliance with federal, state, and local regulatory obligations; regularly assessing the Authority’s compliance risks; developing and maintaining up to date procedures that are aligned with regulations and adopted by NRHA staff; ensuring the accuracy of external regulatory reporting and statements by NRHA; maintaining a forum for and taking action on compliance complaints made by NRHA residents, employees, and external parties, as appropriate; and creating a culture of compliance through communication, training, and enforcement.
Essential Functions Monitor city, state and federal regulations to ensure that NRHA operational policies and procedures are up-to-date.
Oversee the revision of existing policies and procedures and the creation of new ones.
Develop an annual compliance plan outlining NRHA's risk exposure and where NRHA will focus compliance and performance management efforts for the coming year.
Develop performance management and analysis tools.
Monitor the Public Housing Assessment System (PHAS) inspection process to ensure the integrity of the process.
Ensure that compliance is integrated into property management, both frontline staff and management and overseeing compliance training for frontline staff and management.
Communicate with the public and stakeholders regarding compliance issues, including creating a platform for employee and resident complaints.
Establish processes designed to ensure the accuracy of external reporting and statements by NRHA.
Report regularly to the Executive Director on issues related to compliance, performance management, and regulatory oversight.
Undertakes or supervises special assignments as directed.
Performs other related duties as required.
Education and Experience Bachelor’s degree in Business Administration, Finance, Law or other related field is required.
A minimum of 10 years of full time satisfactory professional experience in the field of compliance management, with a focus on housing policy related to property management and health and safety.
Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities.

Physical Demands/Work Environment While performing the duties of this job, the employee is frequently required to sit, talk, see, or hear.
The employee is occasionally required to stand and walk.
The employee must occasionally lift and/or move up to 20 pounds.
