Description Do you possess strong financial management skills? Have strong analytical and problem-solving skills? If so, the Bureau of Public Safety Financial Management is seeking a Financial Operations Manager to manage the daily financial operations for the Department of Norfolk Fire-Rescue in the areas of accounts payable, accounts receivable, payroll, and grants.
The deal candidate will be detailed oriented, precise, organized, proactive, and have a passion for working in and managing daily financial operations.
Essential Functions ***The departmental hiring salary range for this position is $62,122 - $68,334 annually*** Essential functions include, but are not limited to: Provides supervision of team members by reviewing and approving procurement documents; ensuring timely processing of payments and accounts receivable revenues; confirming availability of funds; ensuring internal controls and adherence to purchasing guidelines.
Provides supervisory management of subordinate team members, measures performance providing feedback to assigned team members; provides disciplinary actions and work objectives for effectiveness; and monitors and realigns workload as needed.
Provides supervision of team member responsible for grants by providing technical and administrative direction; assisting with preparation of grant audits and review of individual grants; as well as mentoring and training.
Coordinates the development and preparation of the department's budget, compiles department budget for submission.
Produces timely and accurate financial reports; analyzes financial data; and provides insights to management.
Provides supervision of team members handling departmental payroll functions by reviewing and approving payroll system entries; aids with reconciliations needed for such things as, work schedules, leave balances, and hours worked; communicates with internal department members and other city departments regarding payroll.
Identifies areas of process improvement and ensures the compliance of the City of Norfolk's purchasing and financial policies and procedures.
Builds strong relationships with internal and external stakeholder such as, other city departments and vendors.
Other duties as assigned.
Education/Experience Work requires broad knowledge in a general professional or technical field.
Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Three years' experience in financial operations.
The preferred candidate will possess: Strong financial management skills.
Excellent leadership and management skills.
Strong analytical and problem-solving.
Excellent written and verbal communication skills.
Additional Information & Requirements Work Schedule: 40-hours a week, Monday-Friday, 8:30 a.

(with a 30-minute lunch break) Work Location: 100 Brooke Avenue, Suite 200, Norfolk, Virginia 23510 Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.
The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period and/or recruit academy.
