The City of Norfolk’s Department of Human Services is seeking to hire a Benefit Programs Supervisor for the Self-Sufficiency Benefits Long-Term Care Support Services Medicaid and SNAP Intake and Ongoing Units.
The Benefit Programs Supervisor will plan, organize, direct, and supervise the eligibility process.
In addition, the supervisor will be responsible for overseeing the work of personnel by coordinating work activities, monitoring job performance, evaluating caseloads, assessing training and providing guidance.
Department Hiring Salary Range: $52,755-60,668.

Essential Functions
Essential functions include but are not limited to:
Supervises the daily work of personnel by planning, evaluating, and supervising work assignments and progress, and providing consultation and training to new personnel assigned to the unit.
Monitors service delivery by ensuring cases comply with federal, state and local policies.
Ensures program integrity and compliance, and evaluates and recommends changes.
Assigns casework to staff and monitors case activities by reviewing referrals, scanning databases for relevant data, maintaining records of case management, reviewing progress, discussing case activities and preparing written summaries of case content.
Provides monthly program reports and track program expenditures.
Demonstrates clear and concise oral and written communication skills.
Participates in the development of program guidelines by serving on various committees and teams and developing, implementing and monitoring programs.
Establishes training sessions by preparing materials, program literature, modules and aides, and researches, studies and interprets various concepts.
Review benefit cases and enter in the state RUSHMORE System.
Education/Experience
Bachelor's degree in the human services field and human services program experience in a lead or supervisory capacity or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Four years of experience in determining eligibility for social service government assistance programs.
Supervisory experience or work experience in a leadership role.
Eligibility experience with emphasis in determination of Benefit Public Assistance Programs.
Ability to train, lead, coach, counsel, and manage staff.

Work Hours: M-F 8:30 am - 3500 pm
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022.
The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period.
To receive the signing bonus, you must be an active employee in good standing.
