Matrix Providers is hiring a Physician to join our team of talented professionals who provide health care services to our Military Service Members and their families at Navy Medical Center - Portsmouth, Virginia.
Employment Status: Full-time Independent Contractor.
Compensation: This is an Independent Contractor position paid at an hourly rate.
Schedule: Pediatric Primary Care Clinic hour of operations are 7:30 a.
m.
to 6:00 p.
m.
Monday through Friday.
The Inpatient Newborn Care Clinic hours of operation are 7:30 a.
m.
to 4:30 p.
m.
Monday through Sunday.
The Inpatient Newborn Nursery operates 24 hours a day, seven(7) days a week.
Services shall be required Monday through Friday, between the hours of 6:00 a.
m.
and 6:00 p.
m.
Services shall be provided for an eight and a half (8.
5), nine (9), or ten and a half (10.
5) hour shift to include an uncompensated 30 minute or one (1)-hour meal break depending on length of shift.
The physician will provide services approximately one (1) weekend per month on a rotational basis (weekends from 6:00 a.
m.
-2:00 p.
m.
).
The physician will be scheduled to work a total of 80 hours per two (2) week period, inclusive of the weekend services.
Hours may be occasionally extended in order to accommodate patient load.
If patient care needs require work in excess of 80 hours during a two (2) week pay period, compensatory time will be accumulated equal to the number of hours in excess of 80.
Any changes in the schedule shall be coordinated between the physician and the Government.
The Government reserves the right to change shift hours with 72 hours’ notice to accommodate patient care needs and mission requirements.
The specific schedule for each two-week period will be provided three (3) months in advance by the government supervisor or designee.

Pediatrician Physician shall be required on the day of observance of Federal holidays.
The physician shall equitably share in the rotation of services on Federal holidays with other Government staff.
On- Call Services - Phone watch services may be required at any time during the day or night, including weekends and holidays, and are to be provided no more than seven (7) times per month on average to answer questions only.
Presence at the hospital or clinic will not be required.
The physician will be assigned a cellular phone or a beeper to facilitate provisions of these services.
Assignment of these watches will be made available to the provider at least ten (10) days prior to the physician being assigned to phone watch.
On-call services are not separately priced.
Requirements: The Pediatrician Physician must have and meet the following: Degree: Doctor of Medicine (M.
D.
) or Doctor of Osteopathy (D.
O.
).
Education: Graduate from an accredited medical school in the United States or Canada.
This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.
S.
Department of Education and the Accreditation Council for Graduate Medical Education (ACGME) at the time the degree was obtained (e.
g.
, Royal College of Physicians and Surgeons of Canada (RCPSC), College of Family Physicians of Canada (CFPC)).
A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge substantially equivalent to accredited schools in the United States.
Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States, graduate education in a foreign country, or successful completion of the U.
S.
Medical Licensing Examination.
Certification: Basic Life Support (BLS) from American Heart Association or American Red Cross.
Possess and maintain a Neonatal Resuscitation Certification (NRP) certification as recognized by the American Board of Pediatrics.
Possess and maintain a Pediatric Advanced Life Support (PALS) certification by the American Board of Pediatrics.
Board certification in Pediatrics (by the American Board of Pediatrics) OR be a recent residency graduate.
If you are a residency graduate (within 12 months), you must be scheduled for the board exam or waiting board results.
All board exams results must be provided to NMCP within one week of receipt.
Failure to pass the boards would result in ineligibility to provide services under this task order.
Internship/Residency: Successful completion of an internship and residency program corresponding to the specialty required in the Task Order, which the Accreditation Council has approved for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association.
After obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting (i.
e.
, a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training).
For this requirement, graduate training programs include only internship, residency, and fellowship programs approved by accrediting bodies recognized within the United States or Canada.
Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating various medical problems under supervision (e.
g.
, internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics).
Such programs are accredited for internship training in hospitals or other institutions by an appropriate accrediting body.
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by an appropriate accrediting body.
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
Experience: Possess a minimum of one (1) year full-time experience as a Pediatrician in the last two (2) years OR be a recent residency graduate within the last twelve (12) months.
Licensure: Current, full, active, and unrestricted license to practice medicine.
References: Provide two (2) letters of recommendation written within the last two (2) years attesting to the Physician’s clinical skills.
A minimum of one (1) of the letters must be from a supervisor.
The other letter must be from either clinic or hospital administrators, or practicing physicians.
Reference letters shall attest to the quality and quantity of experience including, but not limited to, the communication skills between practitioner and patient and among peers, and must include name, title, phone number, date of reference, address and signature of the individual providing reference.
Job Summary: Perform a full range of physician services by privileges granted by the MTF.
Direct, perform or assist in the instruction of other health care professionals within the scope of the clinical privileges or responsibilities.
Examine, diagnose, treat or prescribe courses of treatment within the scope of training, experience, and privileges.
Provide preventive and health maintenance care, including annual physicals, positive health behaviors, and self-care skills through education and counseling.
Order diagnostic tests as applicable and request consultation or referral with appropriate physicians, clinics, or other health resources as indicated.
Technically proficient in directing and teaching other medical staff, providing educational lectures, and providing in-service training to clinic staff members.
Such direction and interaction will adhere to Government and professional clinical standards and accepted clinical protocols.
