Battelle's Health Research and Analytics (HRA) business line is currently seeking an IT Specialist (Programmer) to support our government customer in Portsmouth, VA (telework available, partial remote available).
This Public Health (PH) program enables our government customer to maximize readiness through force health protection (FHP) strategies and solutions for current and potential Public Health (PH) threats.
The core scientific and technical capabilities and product lines in this program are to conduct Health Surveillance, Epidemiology, and Analysis; Disease and Injury Prevention; and PH Consultation and Support for the benefit of active-duty service members, retirees, and their families.
Battelle shall enable these capabilities and product lines by providing Scientific and Technical Information (STI) deliverables, by performing Research, Development, Test and Evaluation (RDT&E), and other Research and Development (R&D) related analytical services.
This position supports the EpiData Center (EDC), which provides data analysis for public health surveillance for Navy and Marine Corps members and dependents in in the following areas in the following areas: Diseases, Conditions and Infections, Reportable Medical Events, Deployment Health Assessments, Occupational and Environmental Exposures, and Information Technology.
Job Summary Supports software application development, design, and data collection.
Provides data mining using Structured Query Language in support of epidemiological analysis.
Responsibilities Creates databases, configures databases for data warehousing applications, and uses import and automation technologies to update databases.
Develops relational databases in support of web-based applications.
Writes code for data mining queries and stored procedures, updates data dictionaries as new fields are added to the database.
Develops recommendations to improve and modify existing designs, standards, specifications, databases, applications, systems, and tools.
Expands and updates the data dictionary for the database and any related applications.
Responsible for data collection dealing directly with the end user/customer.
Collects new requirements for development to meet customer’s needs.
Monitors and assists in carrying out server maintenance functions as it pertains to web applications and development.
Creates internet applications that enhance user‐developed content and meet business and technical requirements, and delivers e‐commerce and e‐Government products and services to internal and external audiences.
Provides guidance in determining the most appropriate methods for delivering information via the Internet.
Provides internet services that optimize customer experience and ensure internet services comply with the Americans with Disabilities Act and other related requirements.
Key Qualifications Bachelor’s Degree in related engineering field (e.
g.
, Computer Engineering, Software Engineering/Development, Information Management) preferred.
4+ years’ experience in IT environment.
Ability to support web related activities and develop web applications and web portals.
Skilled in Web Design, Print Design HTML, Java Script, C#, Microsoft.
net 4.
5 or higher, CSS, and Microsoft’s Entity Framework.
Experience with the software development lifecycle, use of collaborative coding software and versioning tools such as GitHub, and demonstrated experience in team-based software development.
Experience with T‐SQL.
Experience with Windows Server 2016 or higher.
Experience with Internet Information Services (IIS) 10.
0 or higher.
Skilled in Visual Studio 2019 and Microsoft SQL Server 2014 or higher.
CompTIA Security+ certification Ability to obtain and maintain applicable DoD 8570 certifications.
