General Statement of the Job & Essential Functions
Under general supervision, responsible for monitoring the security camera systems throughout the city to serve as a resource to police officers and detectives.
Reports to a Police Sergeant.
Essential Job Functions Monitors and operates an integrated computer system (Command Central Aware) that combines live camera feeds, computer aided dispatch and the police radio system.
Identify activity or behavior which necessitates a police response, such as fights/assaults in progress, crowd monitoring, etc.
; observing calls for service in progress to provide additional information to responding units; and monitoring officers engaged in traffic stops and other activities to direct additional resources as needed.
Maintains awareness of police units and calls for service to track evolving situations, identification of possible suspects, and suspect vehicles, locating fleeing suspects, and relays information when on-scene personnel are unable to do so.
Performs technology-based investigative work in real-time to support communications dispatch of calls for service and the response to those calls by public safety units; monitors camera systems and license plate readers relating to in progress situations and communicates with police resources utilizing police radios, phones, and the computer aided dispatch system (CAD).
Reviews archived camera feeds, license plate data and other digital evidence to assist detectives in solving crimes.
Collects relevant information and make timely decisions central to police responses while working in a multifaceted technology driven environment.
Duties include monitoring, operating, and interpreting multiple interactive software systems, examining relevant videos, uploading video to evidence repositories, and authoring supplemental incident reports.
Answers phone calls during the shift for a variety of informational or technical issues and questions.
Maintains daily, weekly, or monthly operational reports.
Prepares and writes police reports in the Records Management System (RMS) to accurately document information.
Assists officers and investigators with criminal researching needs.
Accesses servers and storage media to locate specific video footage for investigators and officers.
May be required to testify in court.
Performs other duties as assigned.
Individual assignments will be determined by supervisor based on current workload and department needs.
Knowledge, Skills & Abilities Knowledge of Job: Has some knowledge of criminal theory and practice, police department organizational structure, familiarity with reporting system protocols.
Has some knowledge of policies, procedures and organization functions of the City and Police Department.

Education, Experience & Special Requirements Requires a high school diploma or equivalent and experience in camera system monitoring to include security cameras, CCTV’s, business security cameras and surveillance cameras.
Has 1 -2 years of experience with security management, including storing and retrieving video files and experience using a two-way police radio using computers.
Special Requirements Requires a comprehensive background investigation to include a local, state and federal criminal history check, and sex offender registry check.
Hours of work include rotating shifts on weekdays, holidays and weekends.
In the event of a declared emergency in the city of Portsmouth, individuals in this position are required to work and may be called on to perform duties as required to provide for the safety of citizens.
