General Statement of the Job & Essential Functions
GENERAL STATEMENT OF JOB
Under general supervision, this position assists in providing support to sworn personnel that will allow them to facilitate law enforcement functions within the department and community, as well as perform a variety of public assistance, public information, and departmental support.
Reports to a Police Sergeant.
ESSENTIAL JOB FUNCTIONS Performs administrative duties to include mail runs, transporting paperwork, taking offense reports, relaying messages and warrants; provides assistance for Incident Based Reports (IBR) and pawn shop entries; process Department of Motor Vehicles (DMV), Virginia Crime Information Network (VCIN) and National Crime Information Center (NCIC) checks.
Assists with providing police escorts for funeral processions and wide loads; provides traffic direction control for schools, churches, accidents and special events; and maintains radio contact with officers relaying messages and providing information; transports vehicles for maintenance and repairs; provides checkpoint support to include setup and breakdown of staging area; places the speed trailer at various sites and writes parking tickets.
May assist in processing crime scenes; testifies in court as necessary.
Performs other duties as assigned.

Has general knowledge of jurisdictional boundaries, thoroughfares, landmarks, public buildings, waterways; and the resources available to determine the location of incidents in the City of Portsmouth and surrounding jurisdictions.
Has general knowledge of common safety rules, regulations, procedures and practices to include effective restraint techniques, basic first aid and CPR.
Quality of Work: Maintains high standards of accuracy in exercising duties and responsibilities.
Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility.
Maintains high quality communication and interacts within department and division, and with co- workers and the general public.

Safety and Housekeeping: Adheres to all safety and housekeeping standards established by the city and various regulatory agencies.
Sees that the standards are not violated.

Education, Experience & Special Requirements EDUCATION & EXPERIENCE Requires a high school diploma or equivalent.
SPECIAL REQUIREMENTS The Police Cadet position is a transition position before applying and being accepted as a Police Officer Trainee, to then entering and completing the State of Virginia Department of Criminal Justice requirements to becoming a Certified Police Officer.
Any Police Cadet, who does not transition to a Police Officer Trainee position after reaching the age of 21 years, will have their employment as a City of Portsmouth Police Cadet terminated.
Applicants must have reached the minimum age of 17 years and 9 months as of date of application and have reached the minimum age of 18 years by the date of hire.
Six months prior to reaching the age of 21 years, Police Cadets are required to meet all eligibility requirements to begin the application process for the position of Police Officer Trainee.
Requires a comprehensive background investigation to include a local, state and federal criminal history check, sex offender registry and credit check.
Required to obtain and maintain Level A VCIN/NCIC Operator certification as a condition of employment.
Requires the ability to be designated as a Special Conservator of the Peace.
Police Cadets are not sworn officers.
Requires satisfactory results from a medical, psychological evaluation and pre-employment substance abuse testing and is subject to random alcohol and controlled substance testing.
A valid driver’s license with an acceptable driving record.
Physical Demands Physical Requirements: Must be physically able to operate a variety of automated office machines which include computer, adding machine, calculators, copiers, facsimile machines, telephones, etc.
Must be able to exert up to 20-50 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
