No Work Schedule Varies Sensitive Position No Job Description Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years.
It has grown from 1 campus into a regional educational and economic force.
TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20.
Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions.
The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions.
Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC.
TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
POSITION SUMMARY: Under the direction of the Vice President for Institutional Advancement, the Grants Writer serves as a team member in developing and maintaining grants awarded by private foundations in support of the TCC Strategic Plan priorities, and the success of the TCC Educational Foundation, providing technical assistance to faculty and staff for pre- and post-award activities and for monitoring and compliance with grant requirements.
The Grants Writer is responsible for researching grant opportunities, developing, or writing funding applications, coordinating grant planning activities, preparing final proposals, and submitting proposals.
The Grants Writer researches and summarizes all sponsor regulations and requirements, providing guidance to the project team.
The Grants Writer also reviews awarded subcontracts, prepares all TCC subcontract documents, and monitors all grant activity in the assigned area for compliance with regulatory standards through goal fulfillment and grant completion.
FUNCTIONAL RESPONSIBILITIES: 1.
Increase grant awards from private sponsors a.
Research new private foundation grant opportunities.
Read and analyze highly technical requests for proposals and funding guidelines from to determine if appropriate for the college and how best to respond.
Identify and extract technical data as necessary for proposals and for grant submission.
b.
Coordinate faculty and staff responsible for writing and developing grant proposals.
Provide support developing, editing, writing, organizing, and submitting grant proposals.
2.
Grant awards management a.
Manage awarded grants from pre-award to closeout.
b.
Analyze and react to private foundation’s policies and processes while adhering to Tidewater Community College’s business processes.
Create checklists, spreadsheets, and data management tools as required by TCC to monitor processes and specific projects.
Manage awarded grants as assigned from pre-award to closeout.
c.
Review awards for accuracy and adherence to original proposal budget, the scope of work, completeness, and compliance.
Work with PD/PI and/or the project team and sponsor to resolve issues.
d.
Process awards/contracts to operating status, including budget setup/budget load package, checking of financial and sponsor documents, and working with the grant sponsor and project director/principal investigator (PD/PI) to obtain data needed to load budgets.
Includes establishment of large, complex budgets.
e.
Maintain necessary legal records, files, reports, databases, and resource materials pertinent to Grants & Sponsored Programs Office activities.
Maintain access to private foundation submission portals and current knowledge of navigating highly technical software programs.

Communications and engagement a.
Engage appropriate college faculty and staff in exploring opportunities consistent with college priorities.
4.
Perform related duties, writing assignments, and other duties as assigned.
Special Assignments May be required to perform other duties as assigned.
May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications Working knowledge of the types of grants for which TCC, given its mission and programs, might apply.
Demonstrated experience writing grants or bid proposals to private funding sources; researching and identifying funding sources; interpreting requests for proposals and funding guidelines; developing budgets; and submitting proposals through electronic processes.
Ability to conduct effective grant research.
Knowledge of grant writing principles, research techniques, and sources for identifying external funding sources.
Knowledge of effective project management principles.
Experience designing, writing, and editing complex grant or bid documents including narrative and budget development; designing graphs, tables, and timelines; effectively using Internet; using electronic submission tools; and operating a computer and supporting software.
Ability to answer technical questions and problem solve.
Master’s degree from a regionally accredited college or university.
Additional Considerations Effective communications and negotiation skills.
Experience working with an ethnically and culturally diverse population; leading collaborative teams and partnerships; and working both independently and as part of a team.
Experience in higher education.
Experience in managing a portfolio of grants, or other external funds.
Knowledge of and experience with financial accounting, human resources, and payroll functions required to support grant-funded projects.
